Police officers have been told they can use the coronavirus contact tracing app on their personal smartphones while working if they wish to, amid confusion about guidelines.
The National Police Chiefs’ Council (NPCC) had initially asked officers to hold off downloading the app on both personal and work devices pending a technical assessment.
A spokesman denied any suggestion of “security issues” or a policy reversal, saying such checks are standard procedure for any new software used on work-issued smartphones.
Guidance distributed to chiefs on Tuesday still recommends that officers do not install the app on work handsets.
Covert personnel or those in sensitive roles have been asked to consider not downloading it at all for the time being until more detailed guidance is given in the coming days, the NPCC spokesman added.
The Police Federation said it approached the NPCC on behalf of members following confusion over guidelines from police chiefs.
“The welfare of our members is absolutely paramount, and we view this app as a key part of the public campaign to contain the virus alongside personal protective equipment (PPE), distancing and hand hygiene,” said John Apter, national chair of the Police Federation of England and Wales.
“For our colleagues and their families to be as safe as they can be, all these elements need to be used together.
“However, we would encourage and urge our 120,000 members to do so for their own safety.”
The NHS Covid-19 app was rolled out across England and Wales last Thursday, using Bluetooth technology in smartphones to keep an anonymous log of people an individual comes into close contact with.
According to Health Secretary Matt Hancock, the app was downloaded 12.4 million times by midday on Monday.
Northern Ireland and Scotland have their own contact tracing apps, which were launched at earlier dates.

The director of the Auschwitz Memorial in Poland has offered to serve time for a Nigerian child who was convicted of blasphemy and ordered to spend ten years in prison by a Sharia court . In an open letter, Piotr Cywinski asked Nigeria’s President to intervene and pardon 13-year-old Omar Farouq for the conviction. “As the director of the Auschwitz memorial, which commemorates the victims and preserves the remains of the German Nazi concentration and extermination camps, where children were imprisoned and murdered, I cannot remain indifferent to this disgraceful sentence for humanity,” he wrote. Omar Farouq was arrested earlier this year by religious police in Kano, Nigeria’s second-largest city, after he had a ‘blasphemous’ conversation with an older man. His conviction by a religious court has provoked condemnation by the United Nations and global human rights groups. Mr Cywinski told The Telegraph that he felt he had to act when he heard about Omar. “When I heard about this story last week, I remembered that [Nigeria’s] President Buhari visited Auschwitz in 2018. So I thought that maybe a voice coming from this difficult place would have some effect on him… I have kids that age. “There are some times we have to stop our own silence and try to do something. It’s not enough to just like something on Facebook or retweet it.” Mr Cywinski added that since he sent the letter last week, no one from the government had responded yet. Kola Alapinni, Omar’s lawyer, told The Telegraph that the adolescent has been held in a prison for adults and not been allowed to see any legal representation. If Omar had been older, Mr Alapinni says, he would have been sentenced to death. At a federal level, Nigeria is a secular state. More than half of the 1,200 migrants staying at camps in Calais have been removed by the French in a bid to prevent them crossing after pressure from the British Government. Priti Patel, the Home Secretary, and Dan O’Mahoney, the new operational commander, have been urging the French to move the migrants to reception centres well away from Calais because of evidence this persuades them to seek asylum in France. Mr O’Mahoney told MPs earlier this month: “We have provided significant investment to the French on reception centres, many of which are quite a long way from Calais, as you would hope. “We have a good track record when people are moved into those reception centres; they are much more likely to claim asylum in the French system.” Of the 700 cleared from the camps, 500 have been moved to reception centres across France with the remainder “sheltered” in northern France, away from the coast. It came as 50 migrants took advantage of a drop in the high winds to cross to the UK today, yesterday after a break in the bad weather. One boat with 13 people – 11 men and two teenage boys – managed to reach UK shores during the early hours and landed on Shakespeare’s Beach at Dover in Kent.
